Fjord = part of the sea (e.g. north sea) that reaches a long way into to country.
So "Fjord" is down. (sea levelt)
Fjellet = pass , e.g. from one Fjord to the next. In Norway these passes are around 1200m to 1300m high. An on the top with very rare vegetation.
So: Unless there is a tunnel, expect a lot of curves on your way to next valley..

If you want to continue to the next valley , you have to choices.
On is to take the worlds longest car tunnel. (almost 25 km).
This tunnel has several lightened beaks inside where stopping is possible:
